Recognizing the role of local councils as a platform (Chi-Young Koh, Kyeong-Sook Kang, and Yeonhwa Lee, 2018) in strengthening local gender policies and serving as a robust assessment unit for gender budgeting systems, this project aims to create a guide applicable in the deliberation process of local councils on gender budgeting systems. The guide is organized into two main sections and 4 core components. The first part offers insights into the 'overview of gender  budgeting' and 'gender budgeting and the role of local councils in the local budgeting process,' providing a basic understanding of local budgets and gender budgeting. The second section presents methods and examples for reviewing local council gender budgets and financial statements. This includes 'how to prepare gender budgets and financial settlement by indicators and key points for review' and 'how to review gender budgets and financial settlement during council meetings along with examples of review,' integrated with the budget system.
