Measures to Strengthen the Legislative Capacity of Local Councils for Gender Equality - Focusing on the Jeju Region

Following the inauguration of the 11th Jeju Special Self-Governing Provincial Council after the local elections on June 13, 2018, this research aimed to illuminate the council's role as a platform for mainstreaming gender policies, contributing to the realization of a gender-equal community, and suggest strategies to bolster its capacity. Using the electronic minutes of the 10th Jeju Special Self-Governing Provincial Council (covering budget and financial settlements deliberations, provincial questions, and administrative affairs audits from July 2014 to May 2018) alongside an analysis of ordinance proposals and in-depth interviews with the provincial legislators, the research presents an overview of gender equality activities in the provincial council. It proposes 5 policy directions and 11 tasks to strengthen the provincial council's capacity for gender equality activities.
