In response to social, economic, and cultural shifts arising from Jeju's population growth, efforts were made to facilitate smooth settlement and foster integration between newcomers and native residents. This involved a survey of 500 settlers and interviews with 18 people from both settler and native communities. The findings led to proposed short-term support measures including early-stage government assistance and education for returning farmers to enhance local engagement during settlement stabilization. Additionally, this research suggested short-term support actions such as networking aid. Medium- and long-term support measures were also recommended, focusing on providing support spaces for settlers and developing collaborative projects aligned with the stages of policy implementation.
