Addressing challenges such as a shortage of quality jobs, persistent youth unemployment, a business environment primarily composed of small and medium-sized enterprises, and substantial population flux in and out of Jeju Special Self-Governing Province, this research seeks to provide analysis and policy responses to boost Jeju's fertility rate. Drawing insights from regional population trends, a performance analysis of Jeju's fertility response policies and a survey on fertility awareness and policy needs among Jeju residents, this research proposes a vision, goals, strategies, and tasks for a fertility response plan (2016-2020) tailored to the region's characteristics and aligned with the government's direction in its 3rd Basic Plan for Low Fertility.
