In order to develop policy support measures to improve the working conditions of youth leaders employed at youth facilities in Jeju, a fact-finding survey was conducted involving 120 youth leaders across 48 youth training and support facilities. The survey covered topics such as employment type, wages and allowances, welfare benefits, job satisfaction, turnover experience, and demand for capacity building. Based on the survey results and expert consultations, 11 policy recommendations were proposed across seven key areas: reform and enhancement of the wage system, improvement of welfare benefits, promotion system based on job competencies, improvement of organizational culture and stress reduction, restructuring of the management system in public facilities, strengthening job security in privately commissioned facilities, and establishment of legal and institutional foundations.
