This study sought to establish and operate governance of private-government child care institutions in Jeju, focusing on elementary child care institutions. The operation system, operation status, and service contents were analyzed for elementary child care institutions and consultative bodies in Jeju Special Self-Governing Province, and the necessity and desire for governance were analyzed for operators, experts, public officials, and parents of related institutions through a total of 23 FGI surveys. As a result of the study, it was found that in order to strengthen and expand the functions of the existing child care governance council, it is necessary to play a role as a control tower for child care governance, establish an intermediate support organization, and establish an institutional foundation through revision of ordinances. Furthermore, as innovative operational measures for the governance of private-government child care institutions, 'the function reinforcement type of the local care council', 'the use of intermediate support organizations', and 'the installation type of an integrated child care center' were proposed.
