This study analyzes statistical data from the Statistics of Causes of Death, Community Health Survey, and Korea Youth Risk Behavior Survey, and reviews national and Jeju Special Self-Governing Province suicide prevention policies, implementation plans, and relevant ordinances. Focus group interviews (FGIs) were also conducted with staff from mental health welfare centers and suicide prevention centers in Jeju, as well as experts from academia and the medical field, to examine current practices and identify areas for improvement.

Based on the findings, the study proposes establishing integrated governance for suicide prevention policies and shifting toward a support system focused on high-risk groups. It presents 17 specific policy tasks across seven areas: strengthening suicide prevention governance; enhancing high-risk group management and crisis response systems; strengthening locally tailored responses; improving workforce and organizational systems; reinforcing community-based prevention systems; expanding data-driven policymaking and the use of psychological autopsies; and improving program operation and performance evaluation.
