This study examines policy directions for realizing a basic society for children under Jeju Special Self-Governing Province’s 9th Elected Administration by analyzing the 3rd Basic Plan for Child Policy, Jeju Special Self-Governing Province’s 2026 Child Policy Implementation Plan (draft), and child-related initiatives among the administration’s 100 key policy tasks. The findings highlight the need for Jeju to continue developing an integrated support system across the life course, enhancing care services and family-based care, strengthening a prevention-oriented child protection system, and expanding children’s right to participation while reinforcing mechanisms to reflect their voices in policymaking. Based on the findings, the study proposes five policy priorities for realizing a basic society for children in Jeju: guaranteeing children’s basic right to care through a Jeju-specific integrated care system; balancing universal child welfare with tailored support for economically vulnerable children; establishing a Jeju-specific governance system based on child participation; promoting data-driven child policy and local collaborative governance; and ensuring the right to healthy development for children in need of protection by expanding family-based care.
